I agree with you that PR a lot of times are doing cultural bridging works.  In public relations research, we also have a term for this task, &quot;Cultural interpreter.&quot;  As for the Toyota crisis you mentioned, when I was in DC in March, I also heard from an industry friend saying that Toyota dealt with the wrong stakeholder in the beginning -- they only thought they had to lobby the government, instead of facing the problems caused to the customers.
